Revisions to Housing Element

In addition to the selection of sites for multifamily housing and the inclusionary housing ordinance, the Town must also adopt edits to the 2023-2031 Housing Element Update (HEU) before resubmitting it to the Department of Community Development and Housing (HCD)

At its regular meeting on January 17, 2024, the Atherton City Council will adopt revisions to the HEU and the Town’s zoning codes regarding the requirements for multifamily housing and accessory dwelling units (ADUs). The Town will consider the direction it has received from HCD, as well as the feedback shared at community meetings, to guide its decision.

  • Late February/Early March: City Council to vote on adopting finalized 2023-2031 Housing Element Update (HEU) and submitting it to HCD

What happens once the Town receives certification from HCD?

While being certified by HCD is a significant achievement, it does not signal the end of the Town’s work to comply with State housing laws. Instead, it is the beginning of an ongoing process of monitoring the Town’s progress of the goals and objectives outlined in the certified Housing Element, including tracking the number of ADUs constructed and rented, monitoring the development of multifamily housing and ensuring that the Town is fulfilling its requirements under the Regional Housing Needs Assessment (RHNA).
